iPhone XS doesn’t receive text messages
my iPhone XS doesn’t receive text messages. I do receive iMessages but no text messages. I already restarted phone and network settings. Who can help me with that?

Check Settings > Messages and be sure you have SMS turned on. If you do and it still doesn't work contact your cell service provider.
