I just updated to iOs 13.3 and I had a locked note, when I try to unlock it it doesn't respond, it's not a problem of password or anything, it literally doesn't show me the box to input the password when tapping "view note" or the unlock icon by swiping left. Anyone knows why and how to fix it?

Do you have your note saved locally to your, or to iCloud? If saved to iCloud, try logging into iCloud from a computer browser, and see if you are able to unlock the note from there without issue: View notes and locked notes on iCloud.com - Apple Support. Let me know the result to this.
Which device model are you using to access this locked note? Try restarting the device: Restart your iPhone - Apple Support, and then see if you are able to unlock your note after that. I also would like you to create a new test note to see if you can lock and unlock it without issue: Lock notes on your iPhone, iPad, iPod touch, and Mac - Apple Support.

I managed to unlock it, it sometimes works, sometimes doesn't, the problem is not consistent. Anyway, I have my notes saved on icloud, I'm using an iphone SE and restarting it multiple times didn't fix the problem at first. I have now created a test note and it works fine for the moment.
