My MacBook does not allow me to sign out of my apple Id. I have made a new apple id and I want to switch over to my new apple id. My computer does not give me the option to sign out, although I can see the sign out button.

Might be a corrupt .plist.
Do a backup, preferably 2 backups on 2 separate drives.
Quit System Preferences.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.systempreferences.plist. Move the .plist to your desktop.
Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Have you checked Settings/Screen Time for any restrictions?
Where are you trying to sign out of your Apple ID? System Preferences? Messages/FaceTime?
Have you tired a restart?
What happens when you try? Error message(s)?
It doesn't let me click on it.
I have checked for any restrictions. There are no restrictions.
I have restarted multiple times and even reinstalled macOS Catalina. I am trying to sign out through system preferences.
I am not sure if I did it correctly. But it didn't work. I'm thinking I might have to take it to an apple store.
