I've enabled Recognize My Voice for my home, as well as Personal Requests. I've checked the settings on my HomePods also have Personal Requests turned on. Yet, my HomePods continue to respond with a message stating I must first enable those two settings. Both HomePods are logged into my account.

You might try disabling both options first, then re-enable the first one, test, and re-enable the second if appropriate, i.e. you've granted multiple users access to your Apple Home, all of whom have iOS 13 devices.

The only thing that helped was unplugging the HomePods, and plugging them back in. Those particular settings didn’t seem to take until a power cycle.
Ah, the other variant of the turn it off, turn it on again approach. 🙂
