No, it likely hasn’t disappeared, but the gesture to access the Search feature has changed (in iPadOS 13.x) from that previously used in earlier versions of iOS.
From any Home screen, simply swipe downwards on the screen from anywhere other than the top of the screen or any of the screen edges. If you’re still having difficulties, touch somewhere towards the centre of the screen - and swipe down.
Do not swipe downwards from the top edge of the screen - as this invoke the Notifications panel.
I strongly recommend that you download the iPad User Guide for iPadOS from within the Apple Books App. It’s free - and is the often overlooked user manual that details almost everything you need to know about operation of the iPad and its native features. Just search for “Apple” to find it - and all the other User Guides.
