How do I turn on my hot spot

Check if your carrier included HotSpot in your traffic plan.

In your iPhone, go to Settings>Cellular>Turn on Mobile Hotspot. When you say "setting up hotspot" I am not exactly sure what you are referring to but if you are talking about enabling it on your device through your carrier, then the carrier has to do that.

Settings->Personal Hotspot->Allow Others to Join.

If you don't have the Personal Hotspot option in Settings, contact your cellular carrier. They need to support it and have it enabled on your cellular service plan.
