Whilst an “official” hard-copy User Guide isn’t available, Apple publishes all its User Guides via the Apple Books App.

Just search for iPad User Guide for iPadOS 13.3 - or simply “Apple” for all the User Guides.

Apple does not sell a hard copy of the iPadOS 13 User Guide. You may be able to find a 3rd party’s manual at a book store.
