Dictation not working on iMac,os 10.13.6
Ive restarted as suggested but iMac appears not to hear my voice. help! My right hand is in a cast!

Have you begun using the troubleshooting steps in https://support.apple.com/en-us/HT210539 ?
If so and none work, the reset the NVRAM per https://support.apple.com/en-us/HT204063
and if necessary Restart in Safe Mode per https://support.apple.com/en-us/HT201262
