Just got a new iPad and messed up trying to set it up. I need to restore factory settings. I do not have a computer , iCloud , an iPhone or iTunes. What can I do?

I am trying to help a friend who is not tech savvy. He got a new iPad, an iPad Air and when setting it up he got locked out. He wants to reset the iPad to factory settings. He does not have a passcode he didn’t know he needed one. He has no computer, no iPhone, no iTunes account and no iCloud account.

How can he reset his iPad without having these? Thanks so much in advance for your help.

According to: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

"If you don't have a computer, borrow one from a friend, or go to an Apple Retail Store or Apple Authorized Service Provider."

I don't necessarily agree with the "borrow one from a friend" advice, but taking to an Apple Retail Store, or an AASP is your only viable option. If you do decide to use a friends computer which uses macOS, be sure to use a separate user account.
