I've been blocked by a number for months and I know that because none of my iMessage says delivered. I tried to call today just for fun, and by my surprise it was ringing 5 times before voice mail. But when I tried to iMessage it still not delivered. Is this a iOS 13 feature or what?

You hearing the ringing does not mean anything. The call is still going to voicemail, and the person you are calling is not getting a notification. Blocking is working like it should.
