how do you get rid of parental controls if you forgot the password?

The only way to reset that is to restore the iPhone to factory and set it up as new. You cannot use a backup, since the password is in the backup. See this for an explanation. Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support
