My mother's iPad is locked. I am not with her now. Can I unlock it from her iCloud account? Thank you.

if it's disabled If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

if one wish to remove the activation lock Turn off Activation Lock - Apple Support
