For parental control I'd like to know how to block an ipad 5 from being able to connect to an iphone 7's hotspot both on ios13.3 They are on the same account and I like the ipad to never be able to connect to the cell phone.

Use a different Apple ID on the iPad (as it sounds as if it's being used by a different person) and don't give it the password to the iPhone hotspot.
