That person on eBay lied to you!
We cannot help you nor can Apple help you defeat Activation Lock, which is a personal information and data security feature.
It cannot be removed, defeated or circumvented without the help of the original owner/user of that iPad.
You purchased a useless, dead device/electronic serving tray!
If you can,,return this iPad and get whatever money you paid, back!
Next time purchase your used Apple mobile devices from a much more reliable, trusted source or simply purchase a new or discounted, refurbished Apple iOS device from Apple’s Website.

Best of Luck to You!
If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and demand a refund. You will never be able to activate the device and no one can help you do it.
Nobody on here (we are just fellow users), nor Apple, can remove it, only the person whose account it's locked to can potentially help you - contact the seller
Perhaps a little late now, but this User Tip (provided by one of our valued contributors) might make good reading.
You have been told wrong. Return it to seller on eBay, possibly it has been stolen, or something.
