To confirm, after trying to connect to an unsecured network, have you accepted any terms & conditions? Be sure to check for terms & conditions, as shown here: Use captive Wi-Fi networks on your iPhone, iPad, or iPod touch.
If you still cannot connect, work through these steps: If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network.
