Just finished uploading/syncing Desktop and Documents files to iCloud Drive. In settings I kept enabled the item that says files will remain locally if enough space exists. Yet after performing the upload, the local desktop and documents folders disappear. So if the setting is set to keep files locally if possible, how do I view them?

The local copies (and also any without a local copy) are accessed by using Finder. They are in the iCloud section. You can access that via the Finder "Go" menu item.
