I would like to know the procedures and payment process on how to to increase storage on icloud

There is no 1TB option. The available options are:

50GB: 1900 TSh

200GB: 5900 TSh

2TB: 19900 TSh

These are monthly payments to maintain each level.

You have to be signed into the iTunes Store, which handles the payment for this, and have a payment method registered there, such as a credit card - which has to be issued with, and registered to an address in, the countty you are in.

I need to increase the storage capacity in my car iphone

Just to be clear, this storage space isn't on your phone, it's online, and anything that youy place in iCloud is also on your phone - it's a syncing service not a storage service, so if your phone has insuffucient built-in storage adding online storage won't help. You can't increase the storage on the phone itself.
