can't get ahold of previous on to activate iPad

i received a iPad as a donation and trying to restore to factory but it has a lock and i can't get of the person who donated it

Activation Unlock iPadOS 16.6 Our non-profit organization was donated an iPad 5 but unbeknownst to us the prior owner did not erase their data and we cannot get past the activation unlock screen. It's also running iPadOS 16.6 which must have happened when it was turned on in recent days after sitting on the shelf for years. Will we need to visit an Apple Store to get this device unlocked or are we DOA?

How to bypass Activation Lock if previous owner cannot be contacted? I have collected a donation of 14 iPads from an individual which will be utilised to distribute to students in need of accessing such devices to engage in online learning. The individual does not have contact with the previous person that set up these devices which were used during an exhibition held in 2018. Is there a procedure that I can follow to have the account associated with these devices removed to for it to be donated. Thank you.

There is no work around, no getting past Activation Lock. The iPad is useless to you and you should dispose of it properly by taking it to an electronic recycling facility.
