IPhone 11 Pro Max facetime and dual sim

I recently bought an IPhone 11 pro max 512GB in dubai.

I understand they don't have Facetime pre installed, I reside in the Philippines so I tried inserting a local sim as I read somewhere online that it will be available in the app store once done. I checked after and did a restart and it can't be searched in the app store. Is it really blocked or is there a work around? Also, how do you determine if a unit has dual sim capabilities aside from the sim card slot notch?
