i was sold a phone with a apple lock

am i was unknowingly sold a phone wiith a lock on it. pass code and icloud. it shower the start screen like it was in start up mode but when i connected wifi it made me input a passcode and or apple id. the previous owner or whoever gave me the phone is gone and i have no idea what to do . i just spent 300$ on this iphone 8
