I think that the cause of your issue is that you are interrupting the import/export process before it has had a chance to finish. The "clips" that you were seeing from the download were temporary files, not complete files, because you interrupted the process. Therefore there was nothing to encode and that's why you got the "cannot encode" message. So, you are doing the right steps. You are just not giving the process a chance to finish.
You need to let the import from your camera into iMovie totally finish before disconnecting your camera. Don't stop the import. Then, when you share your movie project to File from iMovie you again need to let the export process totally finish. It will stop when completed and give you a notification that the share was successful.

Are you trying to share an iMovie project to a Finder folder on your Mac? Would you describe the steps you are doing and what happens when you do them? A posted copy of the exact error message would help as well.

I use “Share” on the drop down menu.
then Select “File”
I get a display showing file name and select location.
i select Videos location.
it tries to save, but get message at top right of screen “cannot decode”
I can see it in Videos but 0 bytes saved
What steps did you use to import your clips into iMovie. It looks like the import process was never completed, so there was nothing to encode. Did you by any chance disconnect your camera before the import was finished?

It showed clips from the download.
i stopped the import, and then tried to save.
when I stopped import it still showed “Processing”
it sat there for a long time.
what are the correct steps.
i tried a number of steps.
