can you update a 10.0 to an 11.2 if it isn't in the update app?

My daughter has an ipad that is 10.0 os. Can it be updated to an 11.0 os? It doesn't show up in the update area under settings, General?

Then most likely it cannot be updated. Some models max out and cannot be updated to a newer operating system
