How do I pull my contact list from I cloud? It deleted my contact list when I cleared my old I phone.

If you sign into Settings/Your Name/iCloud using the same Apple ID, and turn Contacts syncing on, do the contacts download? If you go to iCloud.com/Contacts using a computer browser, are the contacts there? If not, go to iCloud.com/Account Settings and under Advanced, select Restore Contacts.
