Why is my account for App Store and iTunes disabled?

i can’t download apps or get into my account to update card information.

Please see the information in this link If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support and see whether it helps you solve your issue. Good Luck.
