An iPhone is required.
The Apple Watch is an iPhone accessory. It cannot function long term without the iPhone.
The cellular Apple Watch shares the iPhone's phone number, and the iPhone carriers that support the Apple Watch charge a monthly fee for this service. In the U.S. the fee is $10 per month added to the iPhone bill.
It is not possible to get a separate cellular contract for the Apple Watch. Only sharing the iPhone phone number.
