You have to download the corresponding drivers for the ethernet adapter you are trying to use. I installed the wrong drivers but eventually found the correct drivers and installed them. Now, the ethernet appears as an option and works perfectly fine! Refer to your dongle's manual and website for driver documentation. That should lead you in the right direction.

Have you tried using an adaptor. One end would connect to your iPad and one would connect to the ethernet cable.
I have this same issue (new 16" MacBook Pro, OS: Catalina), and it doesn't give me an ethernet option upon clicking the [+] .
