Try explaining exactly what you are doing, what app you are using, and what you are seeing on the iPhone. You need to be using Find My if you are on an iOS device, or you need to be logged into iCloud and using Find there if on a computer. The device needs to have Find My iPhone turned on in Settings and must be powered on and have an active internet connection for it to be seen.

Was it lost or stolen, or are you testing with Find My and iCloud?
If it was lost or stolen, it may now well be turned off.
