Whenever someone calls my iPhone, the ringtone starts off loud, then gets lower all by itself. How do I fix this?

This is a feature of the front camera and a setting. With it on, the iPhone will "see" that you have looked at the phone with the ring, and will turn it down. It doesn't need to be fixed, it is a feature, however if you wish to turn it off, go to Settings>Face ID & Passcode, scroll down to Attention Aware Features, and turn that off.
