If your signature is correct, you may have iPad 4 with iOS 10? If that is true, you won't be able to run Apple Arcade on that device, because Arcade requires a device capable of running iPadOS 13, which iPad 4 cannot run.
If your iPad has been stuck on iOS 10.3.3 for the past few years, with no upgrades/updates forthcoming, then you own an iPad 4th generation.
A 4th gen iPad cannot be upgraded beyond iOS 10.3.3/10.3.4.
A 4th gen iPad is a nearly 7-1/2-year old device, now!
