Absolutely!! Otherwise, you may wish to accumulate new data on the new iPad and you will lose that when you move the old iPad's data to the new one.

Otherwise, how do I transfer it later?

You would most likely restore the old iPad's backup to the new iPad.

Apps do not transfer directly from one iPad to another. Instead, the apps are re-downloaded from the App Store onto the new iPad.

You can transfer data later ... but understand that once you transfer the data, you will transfer all data meaning anything added to the new iPad will be lost, and the iPad will be returned to the condition the old one was in when it was backed up (or Quick Started).
