When I open iPhone storage, the Safari app shows more than 500 MB and I’ ve already cleaned all the website data and the history. It started to happen after ios 13 and I don’t know what to do because the size of the app is low and its storage is high, and even though I clear this, the Safari’s “Document & Data” size doesn’t change.

500MB is not very high. Your iPhone has at least 16GB. Even in that case, if you have the smallest possible storage, Safari is using 1/32 of your storage, or about 3%.
I know that considering all the storage its not this high, but i’d like to understand where this size comes from if I ve already deleted all the website data, history and everything related.
You need to allow space for caching, buffering, etc. Merely the action of opening Safari will consume megabytes.
