No sound or notification for text message. Only puts the red alert badge on text icon. This only happens with one contact in my phone that sends me text messages. And I do not have "do not disturb" on.

It sounds like you may have accidentally turned on hide alerts. Go to your message conversation with this person and tap their name/picture at the top and tap info. There will be a toggle switch for hide alerts. turn this off.
