We can’t help you with this, other than pointing you at the carrier, and at Activation Lock and Lost Mode.

Locate a lost or stolen device - Apple Support

The only thing you can do is log into your iCloud account and use Find My to lock or erase it.

Your carrier can put it on a blacklist.
