Do you have Apple menu > System Preferences > Apple ID > iCloud Drive turned on?
(or if using a macOS before Catalina, Apple menu > System Preferences > iCloud > iCloud Drive)
If so, can you access the iCloud Drive folder by using the Finder "Go" menu in the menu bar?
If so, you can add iCloud Drive to the Finder sidebar by using Finder Preferences.
