Unable to turn 2FA on on my iPad

Hello, trying to set up a 2FA on my iPad 5th Gen iOS 13.3. When click on 2FA option prompts to create a passcode. Entering it twice and nothing happens. Turn on 2FA is yet pending activation...

Approve this iPhone ... Waiting for approval. I cannot approve it, nor does it let me turn off 2FA. Once I updated the iOS on my old iPhone 5S it forced me to turn on 2FA. I cannot turn it off any more that is not an option. Both my iPhone and macbook pro (2017) are stuck in the loop of Approve this Phone ... Waiting for approval ... Go to one of your other devices ... Waiting for approval ... How can I break this loop and get my devices approved? Thanks.
