That's normal, since models 6 or 6+ can't support iOS 13 or later, because of hardware incompatibility.

The most recent iOS version available for those units is 12.4.4.

iPhone 6 is too old and your phone doesn't have enough RAM. You need a new iPhone if you want iOS 13.
