Is this spam?
I’ve been getting voicemails supposedly from Apple (518-730-****) which I have not called back; however, they claim that my ICloud has been hacked. Anybody else gotten this?

Apple does not make such calls.
All such calls are scams from criminals attempting to steal your personal and financial information. The callers will often use number spoofing to pretend they are calling from a legitimate business. The correct course of action is to hang up on them, repeatedly if needed.
Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support

How then does Apple contact customers when there is a breach?
They don't. If there is an issue, you will know when you next attempt to log in to any Apple service using your credentials.
