Verification code with new device

Hi! Trying to set up a refurbished phone for my daughter - her previous phone is not working rat all, transferred SIM card and unlocked from carrier. Signed into iCloud and verification code keeps being sent to her phone - which we do not have any access to! Frustrated and not sure where to go from here!
