Small screen within a screen

Over the past couple of months when I open for example the Evening Standand to read online, it only opens a window too small too be able to read the paper. the iPad is therefore usel;ess and the only way to read it is using the desktop. How can I expand this small window please?

its when an app is not made ipad aware the zoom feature is a somewhat poor workaround and usually rotation is not supported
