You may have purchase the proper SIM chip for that iPad once in Algeria.
You may need to sign up with a cellular service company and have them install the proper SIM chip into that iPad or sign up for a cellular “pay-as-you-go”, minute card service plan and instal the proper SIM chip ( part of the pay-as-you-go plan and kit ) and install that SIM chip, yourself.
