My iTunes and App Store is disabled why?

I can’t put my payment details in as it’s saying it’s disabled

iPhone 7 Plus, iOS 13

Contact Apple Support, as per this article (at the bottom):--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'
