I'm using a Mac mini, late 2014, OS X 10.11.6, El Capitan, and iMovie 10.1.4.
I'm having a problem with an MP4 file that has audio in the left channel only. I'm trying to find a way to make iMovie export the file in mono, so that the sound will be in both channels. I can't find a way to make that happen. Can anybody help me?

There is no feature in iMovie that allows for editing audio channels.
However, you can take your exported mono file and open it with the free download Handbrake, where you can convert the audio to left, right, or both channels. You can get Handbrake here:

Yeah unfortunately iMovie can't convert the channels, but another option is Audacity and Garageband. Audacity is free and so is Garageband, but Audacity is a more basic tool and a few Youtube videos can show you how to do this.
