How do I transfer .MOV files from iPhone to PC (windows 10)?

I'm not sure why this happened, but most of my videos on my iPhone are .MOV files. These files are using up all my storage on my phone and it is not really working anymore. It's an iPhone XR, so it's not like it's an old POS, it's just a POS at this point.

In order to clear the storage, I am trying to move all my pictures and videos from my phone to my PC. All my pictures and MP4s transferred without any issues. But now, I have over 200 .MOV files and none will transfer. It will say there was an issue and the device isn't responding, etc. They won't even upload to iCloud (which has space available).

After googling, I have tried using iTunes, other apps to convert the files, apps to export from my iPhone to computer, blah, blah blah. Nothing seems to work. Anyone ACTUALLY figure out how to fix this issue? I have gone to my wireless provider and they were zero help. How do I get these files to my PC so I can get them off my phone?
