ios 13 now empty mail preview

I recently moved from ios12 to 13.3 and now there is no mail preview text shown in the inbox until I open the message. What is the point of configurable preview lines if they are blank? One post suggests this is because I use low power mode all the time. Well it worked ok in ios12 so why break it? If I have to turn low power mode off to see the previews it isn't a change that will help the battery life is it? Or I have to open the message, back to the inbox, and then set it back to unread - which is more fiddle and more battery. The whole point of the preview is to help a quick decision about the email.

How can I vote for apple to revert back to sensible preview behaviour?
