Drag and drop from Photos to Safari 13.0.4

I used to be able to create a blog post containing photos by drag/drop from Apple Photos to Blogger in Safari. Since upgrading to Catalina, that does not work (I have resorted to using Firefox for blog posts. Drag/drop from Photos to Blogger in Firefox works just fine). I have had many other issues with the new Safari, but this is the one that causes me the most trouble.

In a past post (slightly over a year ago) someone suggested that drag/drop was not a good way to move photos due to metadata and quality loss, etc. They proposed exporting the photo to a file and including the file. Yes, that would work. And writing a blog post would take 10 times longer. I do not consider that a viable solution. Drag and drop should work between two Apple applications.
