This Apple ID has not yet been used in the iTunes Store

I am a newbie to Apple. I have purchased a NOS 6S. I created my Apple ID and also updated to IOS 13.

When I attempt to download an app I get the following message:

"This Apple ID has not yet been used in the iTunes Store. Tap Review to sign in, then review your account information."

I tap review, enter my password and then nothing. The above message keeps repeating until I tap cancel.

I then select an app, tap get, tap install and then get the blue circle with done but nothing has happened. No download, no app.

I am presuming these two problems are related but have no info on what it is or how to fix it.

Problem solved.

I discovered that there is one button on the country code screen that had not been ticked. App download now seems to work.

Why can't IOS be specific with its messages when it finds something in error instead of a very general message.
