I'm only able to get on my homescreen and the last app I went in to.
I seemingly can't leave the app, and using siri to open another app doesn't work.
I tried to restart the device but the iPad doesn't let me do that.
What should I do? Anyone help me please.

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
You are talking about a device that is 9 years old. I’m not sure it is upgradable to 13. Call Apple tech support, or visit your local Apple service provider to see if they can back it up. Then pick out a nice new one.
I installed iOS on a mini 2 in November. It worked fine. I sold it before Christmas working well.
I saw the link, but this is not close to that, here I'm able to use one app and I'm stuck in that app.

What iPad do you have. You have all the buttons Apple is requesting you to push. I don’t understand if you follow the steps why it wouldn’t fix the situation?
I think it's just that this device can't take it anymore.
This iPad is an old iPad mini 2
iPad Mini 2 came out in Sept/Oct 2013.
It is nearly a 7-1/2 year old iPad, not 9.
It can ONLY run iOS 12.4.x and NOT iPadOS.
My iPad isn't working pls help.
