Is there any way to remove the icloud lock if you don't know the previous owner?

I bought an iPhone 6 plus online and it has an icloud lock. Is there any way to remove the lock without knowing the previous owners Apple ID?

No Chance.

You not only have to know the previous owner' Apple ID but also his/her password. Send that iPhone back to the seller and demand a refund. Ask the seller to provide the credentials to you if s/he has it. If not then get your money back.
