Yes.
You do not need an Apple Music subscription in order to use the Music app - although you will not be able to use a portion of the functionality that is the Music app without an Apple Music subscription.
The Music app is where you would play the music content you have purchase from the iTunes Music Store AND is also the place where you would buy new music content from the iTunes Music Store.
