Hide Formatting Toolbar in Mail

How can I turn off the Formatting Toolbar in Mail, using iOS 13.3?

-- I do not want these features most of the time. Turning off "prediction" does not make the Formatting Toolbar go away. With an SE, which I like, I need the screen space.
